New York City will begin guaranteeing comprehensive health care to every single resident regardless of someone's ability to pay or immigration status, an unprecedented plan that will protect the more than half-a-million New Yorkers now using the ER as a primary provider, Mayor Bill de Blasio said.

NYC Care, which will be launched in the Bronx borough in the summer of 2019, will expand across the entire city by 2021 and cost at least $100 million annually, according to a statement from the mayor's office.

"We'll put the money in to make it work; it's going to save us money down the line", de Blasio added Tuesday.

"This is the city paying for direct comprehensive care (not just ERs) for people who can't afford it, or can't get comprehensive Medicaid - including 300,000 undocumented New Yorkers", spokesman Eric Phillips tweeted.

Part of the idea NYC Care, aides to the mayor said, was to ease that burden while providing better health care to New Yorkers. "We recognize that obviously health care isn't just, in theory, a right; it's in practice a right".

The program is called NYC Care.

He also said the program known as "NYC Care" is going to "revolutionize" health care because "people now, they are going to the emergency room - that is the default health care provider for so many people in this country".

The basic premise: The approximately 600,000 uninsured people now living in New York City will gain free or affordable access to primary and secondary providers, thanks to a strengthened public insurance plan (the existing MetroPlus) and a new program called NYC Care.

"You know the national reality, the Republicans in Washington are trying to tear down healthcare, trying to tear down the universality of health care coverage, get rid of Obamacare. You name it. The things that people need will be available to them".

Health care, De Blasio announced, is now a "right" for anyone who gets sick in NYC.

Of the 8.6 million New Yorkers, the program will target the 600,000 that now don't have insurance, he said. New Yorkers can access the program via the city's website or by calling 311. Mayor de Blasio is an expert at unveiling cloud-castles and proclaiming himself a master builder.

And now de Blasio plans to further embrace illegal immigrants by providing them with free health care on the taxpayers' dime. As a result, they end up in the emergency room for complaints great and small, typically receiving care for a problem that's become much more serious during the wait.

The $100million plan would reach 600,000 uninsured New Yorkers, including undocumented immigrants, low-income residents who can't afford current insurance plans, and the "young invincibles" who don't think they need insurance.
