"We shouldn't hinder ourselves from the start", she added.

CUTGO required mandatory spending increases created by new legislation be funded by mandatory spending cuts elsewhere and did not allow them to be offset with tax increases. The austerians were wrong about the Great Recession and Great Depression. "It is awful economics", Khanna said on Twitter.

The decision by Ocasio-Cortez is an early signal that the incoming lawmaker won't be shy about using her vote and social media megaphone - she already has more than 1.7 million followers on Twitter - to oppose Pelosi when she considers it necessary.

Representative-elect Alexandria Ocasio-Cortez reacts after drawing a lottery number for her new office on Capitol Hill, on November 30, 2018.

During a portion of an interview with NBC's Savannah Guthrie released on Wednesday, House Democratic Leader Nancy Pelosi (D-CA) vowed there will be no money given to fund President Trump's border wall.

Michael Zetts, the communications director for Ryan, told Newsweek the congressman had not yet decided how he'd vote on the rules package, but that he did oppose the PAYGO proposition.

Drew Hammill, Pelosi's deputy chief of staff, responded to criticism of the pay-go rule by noting how a federal law signed under President Barack Obama mandates across-the-board cuts to other programs if new deficit-increasing legislation is enacted.

"We must not handcuff our new Democratic majority, so PAYGO is a no go for me", Ryan said.

Republicans have long argued that many budget scorekeepers underestimate the additional revenue conservatives say tax cuts generate in the long run because the analyses don't factor in the broader economic effects of the cuts.

Since Republicans had the majority in 2011, they established a rule that any bill allowing increases in federal income taxes must have the support of three-fifths of the lower chamber to pass.

Beyond Khanna and Ocasio-Cortez, however, opposition to the proposal appeared muted Wednesday.

It also includes language saying that when the House passes an annual budget resolution, a separate resolution suspending the federal debt limit is "deemed" to have also passed the House.

After the new House is seated, one of the first orders of business will be approving the new rules package governing the House for this term.
