Initially, it is only going to be available to Sony's "Playstation Preview Program", but the feature is planned to be rolled out for everyone in the new year. Subsequent name changes will cost money, with it being $4.99 for PlayStation Plus members and $9.99 for everyone else.

Here's another kicker and the key to why PSN ID changes have been such a struggle for PlayStation to implement. You will not be able to adjust this after completing the online ID change. This can not be changed after setting it, so your old ID be forever stained onto your profile if choose to do so. You'll also get the ability to display your previous PSN ID alongside your new one (so your friends can recognize you).

Users will be able to change their PlayStation Network Online ID as many times as they want during the preview program. However, please note not all games and applications for PS4, PS3 and PS Vita systems are guaranteed to support the online ID change, and users may occasionally encounter issues or errors in certain games. Some PlayStation 4 games released before April 1, 2018 and all published after that date will support the feature. The preview program is scheduled to end in November, with the feature officially rolling out in early 2019. If you run into any issues with the change, PlayStation will let you revert back to your old ID free of charge.

That being said, when the feature officially launches, Sony will provide a full list of compatible games so you can plan ahead and weigh your options.
