Many experts on North Korea, one of the most insular and unpredictable countries in the world, remain skeptical Kim will ever completely abandon nuclear weapons. It has the bomb.
Meanwhile, President Trump arrived at Paya Lebar Airbase in Singapore in the evening and was also received there by the country's foreign minister Vivian Balakrishnan.
The summit provides "an unprecedented opportunity to change the trajectory of our relationship and bring peace and prosperity" to North Korea, Pompeo told a news conference on the eve of the summit.
A global Comprehensive Test Ban Treaty (CTBT) was opened for signature on September 24, 1996.
North Korea signed onto a goal of "complete denuclearization" of the peninsula in an April 27 declaration with South Korea.
They will first enter a one-on-one meeting with translators only, the first meeting ever between a US president and North Korea's leader - and Trump's first opportunity to gauge Kim's willingness to negotiate on dismantling his nuclear weapons program.
Although gaps remain over what denuclearisation would entail, Trump sounded a positive note in a lunch meeting with Singapore's Prime Minister Lee Hsien Loong.

Trump's early exit will be his second from a summit in just a few days.
"These discussions that will take place tomorrow between Chairman Kim and President Trump will set the framework for the hard work that will follow".
Even though President Trump had previously raised the possibility their summit could extend beyond just one day, the White House said Tuesday that the president planned to depart Singapore earlier than originally scheduled as negotiations with the North Korean delegation "have moved more quickly than expected".
Trump and Kim will meet at the Capella Hotel on Sentosa Island at 9:00 a.m. Tuesday (9:00 p.m. ET on Monday).
"It was not easy to get here", Kim said, according to a translator. He told reporters he thinks he will know nearly immediately whether a deal can be made, saying: "I will know, just my touch, my feel".
Trump has said he hopes to make a legacy-defining deal for the North to give up its nuclear weapons, though he has recently sought to minimize expectations, saying more than one meeting may be necessary.
Last week, Rodman said he would "give whatever support is needed" to his "friends" Trump and Kim.
Another possibility from the summit is a deal to end the Korean War, which North Korea has long demanded, presumably, in part, to get USA troops off the Korean Peninsula and, eventually, pave the way for a North Korean-led unified Korea.
