"It encourages state forces to commit sexual violence during armed conflict, which is a violation of global humanitarian law", Conde wrote.

"Tell the soldiers, 'There's a new order coming from the mayor, '" Duterte, a former mayor, told an audience of approximately 200 former rebels in Malacañang. "We will just shoot your vagina", President Rodrigo Duterte said. "If there are no vaginas it would be useless", he said, according to local media reports.

Duterte's spokesperson Harry Roque dismissed the ensuing furor as an overreaction from feminists.

Left-wing group Karapatan said Rodrigo Duterte "has distinguished himself as a frothing-in-the-mouth fascist who incites the worst violations of global humanitarian law".

Duterte's spokesman responded to the latest incident by saying the president's comments were "funny", but human-rights agencies have harshly criticized the "misogynist, derogatory and demeaning statements". But the speech recorded in the official palace transcript replaces the word with a dash.

"He has further presented himself as the epitome of misogyny and fascism terribly rolled [into] one".

"It encourages state forces to commit sexual violence during armed conflict, which is a violation of global humanitarian law", he added.

Duterte has been under fire several times for making misogynistic comments.

Duterte sparked outrage by saying that he, as mayor of Davao, "should have been first" to rape an Australian missionary in jail in 1989.

Only months later he made a series of rape jokes towards the victor of Miss Universe.

"They will say, 'Okay, how many people are dead?' 'Three.' 'What?' 'Three.' 'Son of a bitch, don't lose.' 'Are there any women holding guns?' 'Sir, she's a fighter".

Duterte, who once said that a gang rape victim was so "beautiful" that he wished he had "been first", has sanctioned a wide-scale drug war marked by extrajudicial killings in the Philippines. Speaking at the Philippines-India Business Forum in New Delhi late last month, he remarked that Islamic State (IS, formerly ISIS) fighters lure followers with the promise of "42 virgins" in heaven. "I mean, that's amusing". Last week the International Criminal Court announced it would open an investigation into Duterte and the Philippine government for possible crimes against humanity for the violent drug crackdown.

Served as a Mayor before becoming president, Duterte asked soldiers to target women in conflict. "Come on. Just laugh".
