"I'm announcing today that the United States of America will soon unveil the toughest and most aggressive round of economic sanctions on North Korea ever", he said.

With the North Korean official's attendance at the Olympics raising hopes of high-level inter-Korean talks, Pence stopped short of ruling out the prospect that he could meet senior North Korean officials, despite President Donald Trump having cast doubt on USA negotiations with Pyongyang anytime soon. Besides extending the range and increasing the accuracy of its Patriot system, it will add two USA -made ground-based Aegis radar stations and interceptors and plans to add to its arsenal air-fired cruise missiles that can strike North Korean missile sites. North Korea is sending its nominal head of state, Kim Jong Nam-the highest-level visitor to the south from the North in recent memory. "But we'll see what happens", Pence told reporters.

It is widely believed that North Korean agencies were involved in attacks against Youbit, ultimately closing it down.

"We will continue to stand shoulder to shoulder with the people of Japan, the people of South Korea and our allies and partners across the region until we achieve the global objective of the denuclearisation of the Korean peninsula", Pence said.

He also participated in a briefing at Japan's Ministry of Defense on the threat.

However, the source stressed that the spy agency has not found evidence that directly implicates North Korea in the attack. But South Korea has been flexible with these rules as it accommodates the North Koreans to the Pyeongchang Games.

Pence said his message, if he met any officials from the North, would be the same as it has been in public.

Speaking at the UN-sponsored Conference on Disarmament in Geneva, he said: "Russia, China and North Korea are growing their stockpiles, increasing the prominence of nuclear weapons in their security strategies, and - in some cases - pursuing the development of new nuclear capabilities to threaten other peaceful nations". It was greeted by throngs of protesters, some of whom held large photos of Kim Jong Un with black crosses drawn through them. The South Korea government has yet to release information about exactly which companies and individuals were affected previous year, but roughly 30,000 users had their information stolen in just one incident.
