"Condemning Pyongyang's nuclear missile gambling, we can not but condemn our American counterparts' provocative behavior".

North Korea won't respond to sanctions, but does want to talk to the USA if Washington is prepared to treat it as an equal, Russian lawmakers said Friday.

Speaking during a visit to the Belarussian capital Minsk, Lavrov asked whether America was actively seeking to destroy North Korea.

Lindsey Graham, a South Carolina Republican Senator who also sits on the Senate Armed Services Committee in the United States, told CNN soon after the missile test that if war is the only solution to stop North Korea, so be it.

A minimum of nine votes are needed to win such a vote and China, Russia, the United States, Britain and France can not wield their vetoes.

Reporting on Haley's speech, CNBC reported that President Donald Trump called China's president Wednesday morning - corresponding with Haley's speech - to tell him the time had come to stop the shipments.

Earlier this year, reports had emerged stating that Russian Federation was mobilising troops and equipment along its border with North Korea in anticipation of a USA strike. "We will take care" of the situation, the president reportedly wrote on Twitter.

US Secretary of State Rex Tillerson, who met Thursday with Germany's Foreign Minister Sigmar Gabriel, was more cautious in his response to China - but did press for tougher action to cut of the North's fuel supplies.

"The Chinese envoy who has just returned from North Korea seems to have had no impact on Little Rocket Man", Trump tweeted, deploying his favourite insult for Kim. However, taking a more stern approach in dealing with the hermit kingdom, USA envoy to the United Nations, Nikki Haley, warned that "the North Korean regime will be utterly destroyed" if there is a war with the US.

Russian Foreign Minister Sergei Lavrov has accused the U.S. of seeking to provoke North Korea into stepping up its nuclear missile programme.

"We are already seeing signs of problems, of cashflow problems in North Korea".

Kim said the test of the Hwasong-15 weapons system had helped his country achieve the goal of becoming a full nuclear power, sparking global condemnation.

Earlier this week, North Korea carried out its first missile test in two months, firing an ICBM that allegedly can reach the United States mainland.

Mr Trump has been trying to apply more pressure on the hermit kingdom and re-designated them a state sponsor of terrorism, meaning the U.S. can enforce even more sanctions on Kim Jong-un's regime. Then, all of a sudden two weeks after the United States had sent us the signal [about readiness to dialogue], they announced unscheduled drills in December.

The proposal called for North Korea to curb its nuclear and missile tests, in return for the USA giving up on joint military drills with South Korea in the region, but it was rejected by Washington.
