Prime Minister Modi elaborated further and said: "Earlier, the government was nearly the sole provider of goods and services, which left a lot of scope for ignoring one's shortcomings".

"The sooner we change our working style, change our way of thinking, the better".

Modi stressed that he has the political will to carry out reforms, and asked bureaucrats to break silos and work together as a team to perform and transform the country.

PM Modi also had a message to the senior bureaucrats, he said: "Senior officers should ensure that experience does not become a burden that stifles innovation of younger officers". Incidentally, he has visited his home state more than 10 times in the past 10 months ahead of the assembly elections scheduled in December 2017.Sources in the government said that Modi will visit Gujarat once on May 21 and 22 to attend a meeting of the African Development Bank at Gandhinagar and also to participate in the ceremony at Rajkot for the launch of SAUNI third phase. "But if during vaccination-related work, I am praising my own photograph on facebook, then it puts a question mark (on the work done by civil servants)", he said. "If you come out of the role of being regulator and act as enabling entity, then challenges would convert into opportunities", Modi said.

During the Prime Minister's visit, it is expected that India will take up the fishermen issue and China's growing influence in the island with Sri Lanka.
